As Secretary of Health and Human Services, Donna E. Shalala helped to plan and implement some of the most major changes in the social welfare system since the initiation of the social security programs. She is described as one of the nation's foremost advocate for children and families and has made improving the quality of life for America's children her highest priority. Throughout her career, Secretary Shalala has been a scholar, teacher and a public administrator. She has written numerous articles about urban education, governmental organization, and neighborhood governance. The cumulative effect of Donna Shalala's example and work has been recognized through the numerous awards and honors she has received.
